أشار الدكتور هيثم ابو سعيد (الممثل الأعلى لشؤون الخارجية لمجلس الدولي لحقوق الإنسان ورئيس بعثتها الى الأمم المتحدة في جنيف/معتمدة من الأمم المتحدة إيكوسوك) لوكالة الأنباء الدولية لحقوق الإنسان أن مفاعيل القرار ٢٢٥٤ وحيثيتها الفعلية التطبيقية غير قائمة اليوم من حيث الشكل والمضمون والوقائع السياسية التي كانت سائدة آنذاك سنة ٢٠١٥، حيث لم تكن الانقسامات الدولية حادة ويسودها الانهيار كما هي حال السياسة الدولية اليوم.
ومن يطالب في مجريات القرار لا يدرك جوانب عديدة منه أول مجلس الأمن إلى شبه إجماع حول القراءة الأولية لمبدأ هذا القرار الذي استند فيه إلى اتفاق جنيف المؤرخ 30 يونيو 2012 بصيغته التي أقرها القرار 2118 (2013)، ومن بعدها قرار ٢١٣٩ المتعلق بإيصال المساعدات الإنسانية إلى سوريا.
ونسي وتجاهل البعض أن تفاهم وقرار الجهود الدبلوماسية على النحو المنصوص عليه في البيان المشترك بشأن نتائج المحادثات متعددة الأطراف بشأن سوريا في فيينا، في 30 أكتوبر 2015، لحل النزاع الذي أوصل إلى ٢٢٥٤ ينطوي ضمنهم دول ما يسميهم البعض بدول الممانعة والدول ذات التوجه الشرقي والغربي الذين هم اليوم مشاركون في نزاع دولي أفقي بينهما، وبالتالي نرى أن إمكانية البحث في القرار ضمناً يأتي ضمن سياق توتير الأجواء الدولية ومحاولة لتحسين شروط الحوار مستقبلاً، وتصبح كل المعطيات الحالية التي يعيش وهمها بعض من يرى نفسه في قلب معادلة النزاع أنه صاحب قرار، ليرى في المستقبل القريب أنه ألعوبة في صراعات تذهب بهم في لحظة تخلي ويتورطون ويتورطون محيطهم في مأزق لن يسأل عنهم أحد من القوى المتصارعة بعد الوصول إلى تفاهمات أكبر بكثير من حدود محافظة أو قطر أو ما شابه.
وختم ابو سعيد بالاشارة إلى ضبط تحركات البعض وفتح القنوات العقلانية التي هي طريق القويم للمطالبة بحقوقهم بدل الانخراط بمشاريع وهمية لا تقدم بل تؤخر مسار الناس للوصول إلى الحقوق المنشودة.
Dr. Haissam BOU-SAID (High Representative for Foreign Affairs of the International Human Rights Council and head of its mission to the United Nations in Geneva / Accredited by the United Nations ECOSOC) to the Intl. News Agency for Human Rights/ INHR, pointed out that the effects of Resolution 2254 and its actual application significance do not exist today in terms of form, content, and political realities that prevailed at the time in 2015, as the international divisions were not as severe and collapsing as is the case in international politics today.
Those who make demands regarding the course of the resolution do not understand many aspects of it. The Security Council first reached near consensus on the initial reading of the principle of this resolution, in which it was based on the Geneva Agreement of June 30, 2012, as approved by Resolution 2118 (2013), and then Resolution 2139 related to the delivery of humanitarian aid to Syria.Some have forgotten and ignored that the understanding and resolution of diplomatic efforts, as stipulated in the joint statement regarding the results of the multilateral talks on Syria in Vienna, on October 30, 2015, to resolve the conflict that reached 2254 countries includes what some call the resistance countries and the countries with an eastern and western orientation who Today are participating in a horizontal international conflict between them, and therefore we see that the possibility of discussing the decision implicitly comes within the context of the tension in the international atmosphere and an attempt to improve the conditions for dialogue in the future, and all the current data that some who see themselves at the heart of the conflict equation live in becomes the decision maker, to see in the near future is that it is a puppet in conflicts that take them into a moment of abandonment, and they get involved and involve those around them in a predicament that no one from the conflicting forces will ask about them after reaching understandings that are much greater than the borders of a governorate, a country, or the like.
BOU-SAID concluded by referring to controlling the movements of some and opening rational channels that are the right path to demand their rights instead of engaging in imaginary projects that do not advance but rather delay people’s path to achieving the desired rights.
