في مقابلة لوكالة الأنباء الدولية لحقوق الإنسان أكد الدكتور هيثم ابو سعيد أنه «يحق للدول بموجب القانون الدولي طرد الأشخاص الذين يتبين أنهم ليسوا بحاجة إلى حماية دولية، لا بل أكثر من ذلك ستقوم، وفي ظروف معينة، المفوضية من مبدأ المساعي الحميدة دعم الدول بناء على طلبها في مساعيها لإعادة الأشخاص الذين يتبين أنهم ليسوا بحاجة إلى حماية دولية، لا سيما عند مواجهة العقبات التي تعترض العودة، شريطة ألا تتعارض مشاركة المفوضية مع ولايتها الإنسانية لتوفير الحماية الدولية للاجئين.وأضاف، من هنا نرى أن المفوضية في لبنان لا تقوم بعمله وفق القانون والميثاق المعتمد لها، وعليه لا تعطي داتا المعلومات للجهات الحكومية في لبنان حتى لا تصبح واقعة ضمن الحرج القانوني لجهة شطب مئات آلاف الاسماء التي تقع عليها عدم أحقيتها في النزوح أو اللجوء، وتصبح أمام واقع ارجاعهم قسريا إلى بلادهم وهذا ما لا تريده دول المانحة وسوريا معاً ولكل منهما حساباته ومقارباته المختلفة.
وأكّد الدكتور ابو سعيد أن القانون الدولي الذي يعطي الحق بطرد الأشخاص الذين يرتكبون الجرائم أو الذين يخالفون الشروط والقوانين الدولية بات في خطر لانه يتم استغلاله وفق معطيات قوى دولية ضد الدول الأضعف وهذا ايضا خرق إضافي يتم فعله في هذا السياق.عندها قد نكون أمام مشهد غير مألوف إما أن يترجم هذا الأمر نزاعا داخلياً حاداً قد ينتج عنه ردود فعل عنيفة من قبل المجتمعات الداخلية، أو التمرّد على بطريقة أو بأخرى، أو اللجوء إلى إجراءات منفردة تحرج كل الأطراف المعنية بالملف، على أن يكون العبء القانوني الأكبر على من تسبب بذلك من الطرفين الغير متجاوبين المذكورين ضمناً.وعليه ختم بالمطالبة الجدية المبنية على خطورة الوضع بشكل غير مسبوق في هذه المعضلة الشائكة لأمين العام للأمم المتحدة السيد انطونيو غوتيرش والى رئيس الجمعية العمومية للأمم المتحدة السيد دينيس فرانسيس عقد مؤتمر عاجل لوضع حد لهذا التفلّت من العقاب والقفز والتذاكي على القوانين الدولية قبل الارتطام الكبير في هذا الملف الذي سيدفع ثمنه الجميع، وقد لا تكون كل الاطراف محيطة بالمعلومات الصحيحة وإنما يتم تضليل بعضها عن سابق تصور وتصميم.
